Thus, this needs assessment is required in order to determine the best ways to use resources in order to obtain maximum results for students. In order to conduct the assessment, then, data must be collected and analyzed. First, to address the problem of ESL students and their desired interactions with speakers of their own languages, researchers must determine whether or not interaction with a speaker of one's native language is beneficial when one is learning proficiency in another language. Methods of collecting this data include perusing already existing studies regarding the correlation between these two variables as well as conducting further studies based on the performance of a group that had access to a speaker of one's native language and one that did not. Furthermore, the students' expressed need regarding access to technological equipment and personalized training with that equipment can be assessed by gathering data that examines the best ways in which students learn to use technology. Researchers should consult studies that examine a correlation between a student's access to technology and speed in acquiring technology skills. Also, the researchers must conduct a study themselves, pairing certain students with technology tutors and others simply with larger classes. The researchers can then determine which group was able to retain technological instruction better and faster. Finally it is important that the teacher's normative need also be considered. In order to determine what the need really is, researchers need to determine why students from the previous year's program were not awarded certificates. Once the researchers have this information, which can probably be accessed through the literacy workshop's records, they can determine if a common thread intertwined among these cases, if the workshop's ways were at fault, or if the students...
First, the researchers must analyze the published studies that they have examined for reliability. They should ask themselves whether the study's workshop is similar enough to the adult literacy workshop in question to be examined. In addition, the original data collections should be monitored for sample and statistical error. Once the results have been screened for problems, they must be prioritized and assessed. In order to do this, the researcher must determine what correlations were the strongest, or what publications made a stronger argument for their case. Those programs that appear strongest should be implemented first, followed by those that are not as strong. This way, the programs that are most likely to lead to success will be the first to be incorporated into this workshop. The cost of completing this needs assessment, however, will not be cheap. Instead, the workshop's leaders must pay independent researchers to consult publications and gather data. Thus, monetary cost is an issue. In addition, when collecting original data about this group, the adult literacy group runs the risk of costing some participants less than superior instruction.
